What counts as new and relevant
New means VA did not already have it. Relevant means it tends to prove or disprove something needed to decide the claim — most often a current diagnosis, an in-service event, or a medical nexus.
Read the reasons-for-decision section of your denial and target the exact element VA said was missing. Evidence that repeats what is already in the file rarely changes the outcome.
