A Higher-Level Review asks a more senior VA reviewer to take a fresh look at the same evidence that was already in the file. It is the right lane when you believe VA made an error, not when you have new evidence to submit.

What a Higher-Level Review can do
The reviewer performs a de novo review of the evidence VA had on the decision date and can overturn the prior outcome based on a difference of opinion or a clear error. No new evidence can be submitted or considered.
You may request an informal conference to point the reviewer to the specific error. Many veterans find this the most valuable part of the process because it lets you identify exactly where the decision went wrong.

Higher-Level Review or supplemental claim?
If a private opinion, new treatment record, or nexus letter would change the picture, a supplemental claim is the better fit because it allows new and relevant evidence. If the evidence was already there and VA misapplied the criteria, choose Higher-Level Review.
Frequently asked questions
Can I submit new evidence with a Higher-Level Review?
No. New evidence is not considered in an HLR. Submitting it generally requires a supplemental claim instead.
How long does an HLR take?
Processing times vary. VA publishes current average timelines for each decision review lane.
Can I still appeal to the Board after an HLR?
Yes. If the HLR decision is unfavorable, further options including a Board appeal generally remain available within the applicable deadline.
